The PRF developed a strategic master plan in 2003. Entitled "Toward a Sustainable Palestinian Rowing Federation: Sport as a Tool for Development".

This plan was funded in part by Olympic Solidarity in Switzerland. The United Nations Development Program/Program of Assistance to the Palestinian People partnered with the PRF for implementation of most of the national activities outlined in the master plan between 2003 and 2005. The transition of the program to on-the-water rowing has been held up only due to the Israeli authority’s refusal to permit the entry of the PRF’s boats.
