Between February 2003 and December 2005 the PRF organized a training programme on ergometers for boys and girls at Shaati Services Club and the Shaati Women's Activities Centre. All athletes also participated in eight weeks of swimming instruction offered in the Mediterranean port of Gaza.

Expatriate Palestinian rowers trained local coaches from the refugee camp to coach the athletes. These coaches simultaneously followed a program of 444 hours of continuing education and coaching certification at the Islamic University of Gaza and the Centro de Alto Rendimiento de la Cartuja in Seville, Spain, respectively.

In 2003 and 2004 the community organized the first two Palestinian Indoor Championships. Families of the athletes and coaches enjoyed evenings of congratulations, commemorations, dedications, and good food with the wider sport, business, and journalistic community.

In 2006 the PRF suspended local activities due to the refusal of Israeli authorities to grant clearance for the importation of six coastal rowing boats on the basis of ‘security considerations’. These boats were purchased by the PRF through a grant from a U.S. foundation and a subsidy from the International Federation of Rowing Associations (FISA). Since their purchase in 2004, the boats have been stored at the manufacturer in Shanghai, China.
