Although the PRF recognizes that it is affected by the political situation in the country it wants to offer sport opportunities for Palestinians in a non-political sphere. The active involvement of expatriate Palestinians and other volunteers is crucial for sustaining the work of the PRF in Palestine. Expatriate or international involvement comes financially and in valuable human resources that are combined with a cooperative transfer of knowledge and know how to the local community. In addition and in return, expatriate athletes and other supporters are able to identify with the local (Palestinian) community and be a part of a unified national team effort.

The PRF's objectives can be summarized as follows:

• To work with Palestinians in the Diaspora who can contribute as athletes by representing Palestine in international competition or as administrators.
• To provide high quality educational and rowing opportunities to Palestinian girls and boys;
• To provide high quality training opportunities for coaches, and
• To unify the global community of Palestinian rowers and establish a valuable model of sport cooperation and development.
